The minutes cover a range of routine meeting items, as well as the postponed release of the Princes Park Master Plans and the proposed construction of car parks at Caulfield Racecourse. 2/A copy of Glen Eira Residents’ Association Inc.’s 30/05/2003 newsletter, notifying members of matters presently before Glen Eira City Council for purposes of evaluation. Matters include an admonishment to the Council to sort out anomalies between the C25 Amendment (80/20 Plan) and the Melbourne 2030 Plan, the success at convincing the Ministerial panel to adopt GERA’s views regarding the C14 Council Plan for the Caulfield Racecourse, a request for information from the Council regarding the previous year’s rate increase, a request for information from the Council regarding spending on planning for improvements to Princes Park, a call for the Council to improve its consultative procedures, a recommendation that the purpose of Glen Eira News be expanded to the making of suggestions for city improvement, and a notification of the measures implemented to improve the visibility of Caulfield Racecourse’s usability by the public. Includes a black-and-white photograph of Orrong Road, Elsternwick, illustrating what Glen Eira’s roads would look like if lined with trees, which was excluded from Glen Eira News on account of a current prohibition on the making of suggestions for city improvements. 3/Four copies of a booklet entitled ‘A Short Guide to Planning Procedures’, composed 08/2006, which endeavours to explain, as concisely as possible, the methodology by which Glen Eira City Council approves real estate developments and issues planning permits. 4/A booklet containing the minutes of the 05/10/2009 Annual General Meeting of Glen Eira Residents’ Association Inc. Details both routine items and more specific matters of discussion, such as inappropriate charges on the part of the Glen Eira City Council and the proposed inception of a questionnaire to evaluate local residents’ opinion of the Council. 5/A booklet announcing the 07/10/2010 Annual General Meeting of Glen Eira Residents’ Association Inc. at St. John’s Uniting Church, Elsternwick. Front cover details agenda and contains four colour photographs pertaining to public transport (buses, trams, trains) within the city. Interior features president Don Dunstan reflecting on issues relevant to GERA occurring over the preceding twelve months, with an emphasis on the dubious behaviour of the City Council, as well as two colour photographs: one of Dunstan himself and one of traffic at Elsternwick Junction. The rear cover contains the Financial Statement presented to the Meeting. 6Two copies of a printout of an article from the website of Glen Eira Residents’ Association Inc., accessed 19/06/2012, explaining the affects wrought as a result of the implementation of Planning Scheme Amendment C87. Said amendment changes the Planning Scheme protecting neighbourhood character by replacing the previous Significant Character Area (SCA) designation with the new designations of Neighbourhood Character Overlay (NCO) and Design and Development Overlay (DDO). In developing the Amendment, Glen Eira City Council commissioned Planisphere to procure the Planisphere Final Report, in which recommendations regarding the expansion, creation and deletion of SCAs were offered. ... cr r d kennedy...THE MAYOR OF KEW CR R D KENNEDY JP / AND / THE PRESIDENT... in 1963 THE MAYOR OF KEW CR R D KENNEDY JP / AND / THE PRESIDENT ...The Municipality of Kew (1860-1863), the Borough of Kew (1863-1910), the Town of Kew (1910-1921) and the City of Kew (1921-1994) were local government instrumentalities in the State of Victoria. In 1994, the City of Kew was amalgamated, together with the former Cities of Camberwell and Hawthorn, into the new City of Boroondara (1994- ). Like other local government entities of the period, Kew was administered by town clerks. The two notable town clerks in Kew's history were H. H. (Henry Hirst) Harrison (1868-1955) and W. D. (William Dickie) Birrell (1899-1974). Harrison was appointed to the position in 1901 and retired in 1938 after 37 years. Birrell, appointed Acting Town Clerk in 1921, became Town Clerk in 1938, following Harrison's retirement. He continued in this role until his retirement in 1966.This card is part of an historically significant civic collection, containing hundreds of separate invitations, documents, greeting cards, programmes and tickets issued and/or collected by successive town clerks. Items in the collection illuminate the political, social and cultural history of the district. Photograph Photograph Cr. R. D. Kennedy J.P., Mayor [of Kew] 1962-63 ...Kew achieved independence from the Boroondara Roads Board in 1860. As a new municipality, its first three leaders were designated as chairmen. On becoming a borough in 1863, its leaders were identified as mayors. The earliest photographs date from ca.1906, when the Town of Kew commissioned the noted local photographer Josiah E Barnes to produce standardised portraits of former mayors to be displayed in the Mayoral Chamber of the Town Hall. The collection also includes photographs by other well-known photographic studios such as Burlington Studios, Melba – Melbourne, Stuart Tompkins, Spencer Shier and Talma & Co. The majority of mounts identify the photographer. Eighty photographs are housed in their original frames.This portrait is one of a series of mounted and framed photographic portraits of Mayors and Town Clerks of the former Borough, Town and City of Kew, for the period 1863 to 1969. The portraits were transferred by the City of Kew to the Kew Historical Society in March 1989. A Significance Assessment in 2018, funded by the National Library of Australia confirmed the historic, and often artistic significance of the series. Framed portrait of Cr. R. D. Kennedy J.P., Mayor of Kew 1962-63. The mounting and framing of the photograph follows a typical layout or style in that each is framed in dark wood, glazed, and laid down on an inscribed board. Photograph - One Fine Day - decision to move Wodonga Railway Line, 2000
On December 1, 2000 it was finally announced that the railway line would be moved away from the centre of the Wodonga CBD after many years of lobbying. Since its opening in 1873 the railway line had crossed High Street, originally called Sydney Road. The railway had bisected the city with level crossing gates frequently stopping the flow of traffic as trains passed through. The Wodonga Rail Bypass project moved Wodonga station from the original central location to a position on a new line on the northern edge of the town. Not only did this release land in the middle of the city for commercial and public use, but also eliminated 10 level crossings. The project actually commenced in 2008 with the last passenger train passing through Wodonga on 8 November 2008. On 23 July 2010, the new rail bypass was opened, and the original line through Wodonga closed. In this image the decision is celebrated by the Member for Indi, the Honourable Lou Lieberman, Deputy Prime Minister and Transport Minister John Anderson, Wodonga Mayor Cr. This file contains six items pertaining to the Caulfield Central RSL: 1/A page to which is attached a black-and-white photograph (date, source and photographer unspecified) of the Caulfield Central RSL, outlying garden and Australian flag. Some writing on the rear identifies the subject. 2/A typewritten letter, (1 page) dated 1946 (no date more specific than that specified), from the Chairman & Honourary Treasurer of the Caulfield Central RSL Appeal Committee (name unspecified) to the Mayor of Caulfield (name also unspecified), imploring the latter for a donation of $20,000 dollars for purposes of constructing a Memorial Hall to eulogize servicemen killed during WWII. Some rough working notes on rear side. 3/A flyer, undated (although presumably published in 1950), printed by Peter Isaacson Pty. Ltd., advertising a concert presented by the Ugly Ugly Man (Frank M. Beard) and the Malvern Tramways’ Harmonica Band to be held at Caulfield Town Hall on 06/06/1950 to assist the Welfare Funds of the Caulfield Central RSL and the Sailors, Soldiers and Airmen’s Mothers’ Association. Also contains an advertisement for a drapery business called Tallents. 4/The annual report of the Caulfield Central RSL, for the period 1952 – 1953. Contains announcements of the annual general meeting and annual elections, the President’s report (in which he principally discusses the club’s charity work and sporting activities), the subcommittee staff roster, the sportsmen’s honour roll, the annual accounts (e.g. balance sheet, income & expenditure statement) and the roster of nominees for office in the committee of management election. 5/A typewritten letter, (1 page) dated 26/11/1982, from Max Brian Blair, Treasurer of the Caulfield Central RSL, to Mr. R.
